As of March 1, VA HB 5058 provides that no law-enforcement officer may lawfully stop a pedestrian for jaywalking or entering a highway where the pedestrian cannot be seen… Where intersections contain no marked crosswalks, pedestrians shall not be guilty of negligence as a matter of law for crossing at any such intersection or between intersections when crossing by the most direct route.
