For the first time in recent memory, Arlington will not have a representative on the Washington Metropolitan Area Transit Authority (WMATA) board of directors. WMATA operates the MetroRail and MetroBus systems.

N Lynn Street Paving Starts March 16
Milling and repaving on North Lynn Street between east and westbound Lee Highway will occur during the day from Monday, March 16 through Friday, March 20 during normal construction hours.

The street repaving program runs from March to November. A letter will be mailed to all residents included in a paving project area about 4 to six 6 weeks in advance of the start repaving. Door hangers will be distributed to affected residents with more specific information 48 hours prior to the repaving of their street. Areas scheduled for repaving in Lyon Village are shown on this map in red.

APS Acts to Protect Staff & Students
Arlington Public Schools, in an email to parents, advised that it is continuing to stay in close contact with local health officials, monitoring student health, reinforcing effective preventative steps (e.g. hand washing), continuing to disinfect surfaces in schools, “preparing for the possibility of school closures in the future,” and preparing to provide instructional activities to all students in grades PreK-12 should schools close. 2020 Proposed Real Property Tax Rate
A public hearing on the proposed tax rate will be held on April 2, 2020, at 7:00 p.m. or as soon thereafter as possible in Room 307, 2100 Clarendon Blvd., Arlington, VA. after the hearing is held on April 2, 2020, the County Board may adopt a tax rate lower than $1.013 per $100 of assessed value, but it cannot adopt higher rate. The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate, would be $0.976 per $100 of assessed value.

Scooters Yes, E-Bikes No
Five e-scooter firms: Bird, Jump, Lime, Razor and Skip were approved to operate in Arlington county. Three others were rejected for various reasons, like lack of speedometers on their scooters. The only applicant for electric-bicycles failed to get County approval. Sun Gazette

Pedestrian Fatalities Up 50% in 10 Years
Drivers killed 50 percent more pedestrians in 2019 than in 2009, according to the Governors Highway Safety Association. Fatalities in 2019 are forecast to increase 5% over 2018. Causes include drunk and distracted driving, poor road design and heavier SUVs. Washington Post

2020 Property Tax Increase
The County Manager is expected to propose no increase in Arlington’s property tax rate for 2020. Nevertheless, because property assessments will increase the average Arlington homeowner can expect a property tax increase of 4.6%. Lyon Village home values, as reported by Zillow, increased by 6.5%.

The county has published a correction to their press release from “No Property Tax Increase” to “No Property Tax Rate Increase,” admitting that the amount of tax paid will increase.
Another Vehicle Break-In Arrest
Responding to a citizen report, Arlington police discovered a man inside a vehicle. During the course of the investigation it was determined that the suspect had also gained entry to two other vehicles in the area. A 68 year-old D.C. man was arrested, charged, and is being held on no bond. Among the charges is a charge of carrying burgler tools.

New App for VA Highway Tolls
Transurban, the company that runs Virginia’s express lanes, has developed Android and iPhone apps for mobile payment of tolls. It is intended for people who occasionally use Virginia’s toll roads but don’t have an E-Z Pass.
The app currently works on 12 Virginia highways, including the express lanes on the Capital Beltway, I-95 and I-66. The app does not currently work on any highways outside Virginia.

Average Arlington Single-Family Home Price Up 118% to $2M
Before the tax man gets too excited, this is due to the sale of the Case mansion for $45M. Median price of all Arlington homes sold in Jan is $584,500, down 5%. WSJ
Police determined that on February 2, 3, and 10, the two suspects forced entry into three vehicles parked in the 1400 block of Key Boulevard by smashing the cars’ windows. The suspects then allegedly stole personal property. Felony warrants have been obtained for two suspects. Both are being held in D.C. pending extradition to the Virginia.
Utilizing various investigative resources, including witness accounts and surveillance video captured in the area, detectives developed information on possible suspects.
